Article 3
Scientific and technical advisory committees shall be established within both the Department of Antiquities and the Historical Cultural Heritage Administration. Each, within its own remit, shall contribute to the preparation and development of policies for the protection, safeguarding, management and enhancement of cultural heritage, support scientific research and related studies, and provide the competent authorities with the necessary advice and expertise, thereby improving the quality of decisions and strengthening coordination and integration among those authorities.
The Council of Ministers shall issue a decision establishing these committees and specifying their functions and membership, upon a proposal by the competent authority. The decision may specify the cases in which the committees must be consulted before decisions of particular importance in the field of heritage are taken.
The implementing regulations shall determine the committees' working procedures and the mechanisms for submitting their recommendations and reports.
